The launch of extended loading/unloading times in London has been postponed until October — and vans will be excluded. Chris Tindall reports.

THE LAUNCH OF a pilot scheme to double loading and unloading times in the London Borough of Westminster has been delayed until October.

The council is sticking with its decision to restrict the 40-minute limit to CVs over 3.5 tonnes; vans will still have only 20 minutes. However, the Freight Transport Association (FTA) says this is still being considered and might change before the trial starts. Westminster City Council announced the pilot scheme in June. at about the same time London Councils, representing the 32 London boroughs, promised to double kerbside delivery times (CM 21 June, 'Loading times to double in London').

Mike Bracey, chairman of the Brewery Logistics Group, believes that the scheme is flawed and will lead to more work and administration for operators, but the FTA is broadly in favour.

FTA regional policy manager Natalie Chapman says:"The initial date was probably a little too ambitious — it takes a while to get it in place. But it will be October and it's going to be six months.The only aspect we are questioning is the 20-minute van rule;40 minutes should apply to all CVs."

She adds says that following a meeting between Westminster City Council, the FTA and van delivery companies, the council is considering whether to change the rule.

Westminster City Council was unable to comment as CM went to press.
