Which of the following most accurately describes the problem?

AN APPLICATION for a new international licence authorising the operation of eight vehicles and 16 trailers was rejected when the applicant failed to appear at a Birmingham public inquiry.

West Midlands Deputy Traffic Commissioner Roger Seymour said the applicant, Nigel Roberts of Burton Manor, Stafford, was currently operating three vehicles and 16 trailers under interim authority. He had previously applied fora licence in the name of TM Roadcraft, but that application was withdrawn, as was the agreement to act as transport manager by the nominated transport manager Neil Bright.

Roberts then made a fresh application in his own name with an operating centre a l Hortonwood, Telford, and Neil Bright was again nominated as transport manager. Roberts had been called to public inquiry so that the reason behind the withdrawal of the previous licence application could be investigated. Finance had been put in place to support a substantial number of vehicles, but not enough for the eight vehicles and 16 trailers in the latest application.

No reason was given for Roberts' failure to attend the public inquiry and the Deputy TC had no alternative but to refuse the application.
