Which of the following most accurately describes the problem?

BECAUSE a weighbridge was not available when its vehicle was being loaded with timber, a haulage company has been fined £30 by Magistrates at Grays, Essex, for overloading at the vehicle's rear axle.

The driver of the vehicle, Kevin John Steadman, was also fined £20. He had joined the company, Thurrock Transport Ltd, only the day before the incident.

A letter to the court said that the company has been operating for 24 years and that this was its first summons since 1972. It was claimed that a weighbridge was not available at Tilbury Docks when the vehicle was being loaded.

In addition to the fine, the company was ordered to pay £10 costs.
