Which of the following most accurately describes the problem?

AN application by Leeds City Transport Department for approval to raise its bus fares was granted on Monday-an application that in the words of Maj. F. S. Eastwood, chairman of the Yorkshire Traffic Commissioners, was "very reasonable and very well prepared ".

The increases will be effective from September 29 and are expected to provide additional revenue of £124,000, which will enable the department to show a small working surplus of £12,000 at March 31, 1964.

Mr. T. Lord, general manager of Leeds City Transport, said this was only the fifth application of its kind since 1952 and for the first time the revision was submitted on a fare-stage basis as opposed to a mileage formula.

The Leeds fares would still be amongst the cheapest in Yorkshire and would compare favourably with those throughout the country, said Mr. Lord_ Under the revision the main fares altered were in the 4d., 5d., 6d. and 7d. range.

As a general policy, the Corporation had decided not to increase fares at a higher level in order not to discourag the marginal car/bus users from usinl public transport and also to ensure tba those people who had been rehoused a part of the Corporation's general pro gramme for improved housing did no suffer by having to pay abnormally higi travel costs.

Mr. A. Stone, for Leeds City Transport said that in submitting the new fare list the Corporation had aimed at extrern simplicity in the fare structure. By doim so it was hoped to ease the task of till conductor and to make it possible fo passengers to estimate more accuratel what their fares should be, thus avoidinj the possibility of disputes with passengers The simpler fare system would atm facilitate speedier fare collection an should ensure fewer missed fares, addei Mr. Stone,

A summary had been made of all (hi fare changes and out of the total of 6,77' fares on the regular day services 4.37' remain unchanged, 2,223 were increase( and 177 were reduced by 1c1.
