Nick Matthews has voiced his doubts in the past about VOSA 's suitability as a penalty-collection agency under the new scheme. And nothing has changed.

"I have no doubts about its professionalism or that it will be even-handed in applying the regulations," says Matthews. But i wouldn't be surprised if there was some sort of league table to see how many fines are issued.

"Some will definitely ask themselves if it's worth their time fighting it," Matthews says, In addition, there's the time and effort spent gathering evidence from the driver, the transport manager and the depot manager to defend the case.
