Which of the following most accurately describes the problem?

AN 0-LICENCE bid has been rejected because of links to the disgraced Oliver operations and suspected paperwork forgery. The applicant, Nigel Springer of Carlisle, has also been disqualified from holding a licence for 12 months.

Springer had sought a new onevehicle international licence before North-Western Deputy Traffic Commissioner Tom Macartney. He failed to appear at a Leeds public inquiry (CM 12 February), but the DTC decided to rehear the case after Springer claimed he had not received enough notice.

The DTC was told that a vehicle specified On a licence held by Springer in Scotland, which had lapsed, was registered in the name ofJW Swan & Panne rs.The vehicle was then specified on the licence held by William Martin Oliver & Partners in February 2008.

Springer agreed that Katharine Oliver, who was disqualified from holding or obtaining an 0-licence in every Traffic Area, had faxed papers to the Traffic Area Office for him and helped him with the paperwork because he had difficulty reading and writing.

The DTC had said that on some correspondence Springer's signature was "widely different'? Springer agreed, but did not know why this was so (CM 9 April). Refusing the application and revoking the existing interim licence, the DTC said Springer's signature had been supplied to the security guard on entry to the inquiry and had been seen in his passport. These were very different from his signature on his application for an interim licence.

The DTC found Springer's story about his varying signatures to be "incredible'? He also believed Springer's links with Oliver to be much stronger than Springer would have him realise.
