North-eastern enforcement manager Tim Lavery starts in another civil service post with lower pay next week. He says his current job is no longer the one he applied for.

Soon traffic examiners will no longer report to enforcement officers but to district managers, whose speciality is engineering. The changes are part of the merger of traffic examiners into the Vehicle Inspectorate (CM 23-29 April).

Lavery says: "There is a feeling in the VI that you don't need to know what people do to manage them. Some people say that's bullshit and I tend to agree with them."

But he adds: "I have a high regard for the people in enforcement, and in different circumstances I would possibly like to rejoin them."

Worries over the planned amalgamation of the two organisations have already sparked threats from senior examiners that they will stop handling prosecutions of hauliers and drivers in magistrates courts.
