YOUR LEADER in CM, April 2 — "Don't Punish Operators" — alleging a backlog of bookings

for replating is, I fear, based on misunderstanding of the position. There is no backlog. Whilst it is true that there has been a larger than normal build up in applications for First Test and Plating examinations (especially for the month of March, up by one third), all applications received to date have been processed, and are 2 well within the capacity of Goods Vehicles Test stations to deal with.

Nevertheless, as a precautior the Department of Transport hi already authorised overtime to be worked as necessary to deal with any build-up in bookings which may occur. Checks last week with Traffic Areas have shown that any build-ups are localised and only a few test stations anticipate having to work overtime because of late bookings towards the end of th month.

The normal booking procedure requires a lead time four weeks to allow sufficient time to process the application through to Test Stations. It is nr correct to call this a backlog. In cases such as we are experiencing now, it is often necessary to consult the vehicli manufacturers to ascertain the correct maximum operating weight for that vehicle. With tht best will in the world and in spi of managing to substatially reduce lead time by working overtime as necessary at Good Vehicle Centres and Test Stations, we cannot guarantee that all late booking application received at Goods Vehicle Centres after April 15 will be successful in obtaining a first test and plating examination before May 1.
