Which of the following most accurately describes the problem?

CONGESTION and road accidents in London decreased as a result of the Greater London Council Fares Fair policy, according to a report compiled by GLC officers.

The report, which was published this week, also notes that there is widespread usage of public transport by all age groups and social classes and the most dependent on London Transport are the 16-24 and over-45 age groups.

As a result of Fares Fair, there was a 13 per cent increase in bus travel and seven per cent in LT rail travel. The report claims there was a two per cent reduction in use of private transport. Doubling the fares caused a 16 per cent reduction in bus journeys (compared with a 21 per cent forecast reduction).

During Fares Fair, car commuting to Central London decreased by six per cent and after the increase rose by 14 per cent.
