Which of the following most accurately describes the problem?

department of Fried Krupp, Essen, West Germany is to be taken over by Cummins Engine Co. from January 1, 1967, as the initial step by Cummins in the formation of a technical research centre in Europe. A decision has not yet been made on the eventual location of the research centre—it will definitely be on the Continent—but for the present, the facilities at Krupp will he leased by Cummins and the 50 or so research personnel will come under Cummins control.

For some time Cummins has been subsidizing Krupp research on vehicle engines, as the work done has been increasingly concerned with Cummins V6 and VS diesels which ate now used exclusively by Krupp. It is therefore a logical step that Cummins should take over the department completely.

Initial moves in this development were made by Cummins, who will have the advantage of getting a ready-made research organization. The centre will deal with the whole range of Cummins engines made in Europe, including the in-line units and lightweight V6 and VS diesels produced in the UK. The emphasis will be on European use of these engines.
