Which of the following most accurately describes the problem?

RESTRICTIONS on waiting vehicles in the Metropolitan Police District will, from June 1, start at 8.30 a.m., instead of 11.30 a.m., but there will be no limitation on vehicles loading and unloading goods before 11 a.m. Between that time and 6.30 p.m., they will be permitted to load and unload, subject to a time limit of 20 minutes.

This exemption up to 11 a.m, will apply also in the City of London, where a time limit of 20 minutes is now: in force from .9'a.rn.•..

These changes, contained in the London (Waiting and Parking) (Restrictions) Regulations, 1958 (Stationery .Office, 2s.), were recommended last year by the London and Home Counties Traffic Advisory Committee.

From June I, where there are at present no restrictions •on waiting on Saturdays in Central London, waiting will be limited in most streets between 8.30 a.m. and 1.30 p.m., and in the busiest shopping streets between 8.30 amt.. and 6.30 p.m.

In .a few streets in the West End theatre district restrictions will continue -until 10 pan. from Mondays to Saturdays. In some streets in outer London the restrictions will be lifted between 11 a.m. and 4.30 p.m., but not on Saturdays.

In most unilateral-waiting streets, . vehicles will be permitted to stand for an hour, instead of 30 minutes.

These changes were announced by Mr. Harold Watkinson, Minister of Transport, after he had stated his decision on

• the proposal to ban loading and unloading op to 10 a.m. at .23 sites in various Parts of London. He said he accepted the principal. recommendation of the Sarimels' inquiry that the ban should not be .inhposed at present, and, in any event„ not before the effect of ektending . normal " no waiting" restrictions to cover the peak traffic period was known.

The Samuels report said that such a ban might eventually be desirable. Any further proposal should be based on a more detailed Comparative study of all factors affecting traffic congestion at the 23 sites. The Traffic Advisory Committee were making this study and would report again. Mr. Watkinson would then consider the long-term question. ` SCAMMELLS FOR SHELL
