Which of the following most accurately describes the problem?

FOR some months, the Manufacfacturers' Transport Group (West Middx Area), the membership of which comprises about 20 industrial concerns in the district, has been concerned about delays to vehicles at London docks. It had been proposed that a legal dispensation be granted by the Metropolitan Licensing Authority so that individual members' C-licence vehicles could carry smalls traffic, without charge, to the docks for,

other members of the group. The Authority was sympathetic, but declined to make a dispensation and suggested that the members should obtain B licences. .

The companies doubted the wisdom of doing so, and the alternative of finding a professional hardier to cater for the dock traffic was preferred.. A scheme is now in operation between the group 4Ticl Beck and Pollitzer, Ltd„ whereby members can notify the haulage company of the number of cases they have available for the docks, the weight, name of vessel, berth, dock and closing date, and with this information Beck and Pollitzer, Ltd., collects and delivers at its own convenience.

Rates for smalls up to I ton are quoted to the group as a single customer and not as to a number of , traders. The only minimum chargeable is to the group as a unit, so that where several members each have traffic for the same steamer, there is no possibility of one of them forwarding a single case paying more than any other.

The financial results of the scheme are most satisfactory and a great deal of wasted time has been .avoided.
