Which of the following most accurately describes the problem?

BUSINESS AND INDUSTRY groups are putting pressure on Transport for London (TfL) to grant operators discounts on the capital's Congestion Charge in return for running cleaner vehicles.

The Freight Transport Association says this would help LGV operators offset the cost of the Low Emission Zone (LEZ)

scheme, due to begin in 2008; it would also encourage investment in cleaner vehicles.

According to the FTA. London's Congestion Charge costs CV operators up to EztOm a year. The LEZ is expected to add another £390m to this.

ETA regional policy manager Louisa Perry says the issue of discounts has already been raised with the Congestion Charge's co-director, Michelle Dix, at an environment committee in January. Dix said the idea would be considered.
