The interim grant follows the revocation of the licence held by Andrew Wishart, trading as Cleanfast Waste Services, after it was revealed that he was an employee of the business, whose partners were Anwar and Sandra Salim ( CM 24 Feb-1 March). In December 1996 Salim had been disqualified from holding an 0-licence for

eight years after he had been given a 12 month prison sentence for receiving stolen goods (CM 9-15 January 1997.) Sandra Salim told the Deputy TC that she was the sole director of Quicks and that her 17year-old daughter was company secretary. Her husband's role was that of a labourer.

After Hinchliffe had said that it appeared that the licence held by Wishart had been a "front", Sandra Salim said nothing had been done that was underhand. They had taken advice from a firm of transport consultants after her husband's licence was revoked. She had been advised that as she was in partnership with her husb; she could not apply for a licei herself.
