• More than 150 representatives from local authorities, police and other interested parties met in London this week to say what they want to see in the Road Users' Charter.

Lawrie Haynes, Chief Executive of the Highways Agency, opened the seminar by describing the charter as "an excellent framework within which we can continue to improve the quality and reliability of the road network".

Cambridgeshire County Council's director for transportation described the award of a Charter Mark to his Highways Maintenance Agency as a "tremendous boost". His office now leaflets homes with warnings of possible delays. The Road Users' Charter was launched in April 1994 as part of PM John Major's campaign to empower the public.

However, the RAC has called for the Cones Hotline, one of the first Charter initiatives, to be revamped because the hotline has only managed to get five sets of cones removed in two and a half years.
