Which of the following most accurately describes the problem?

• The Department of Transport has changed its mind again on the deadline for ADR certificates. It now advises that hazardous goods drivers without certificates should not be prosecuted until 31 March.

A bottleneck in the system to issue the certificates, required by law since 1 January, is blamed for the latest delay in enforcing the new rules.

In January enforcement agencies were adviced not to prosecute before 17 February where drivers without certificates completed their training before 30 November (CM 12-18Jan).

LI Hazardous goods drivers working in the UK and on the Continent could eventually face tougher training than is required by the EU rules for tanker drivers. The EC wants to strengthen the driver training provisions of the ADR agreement, EU Transport Commissioner Neil Kinnock said last week.

The German government proposes that all drivers of all types of vehicles transporting hazardous goods should undergo a basic 24-hour course. Tanker drivers would need 16 hours of additional training and those handling nuclear substances would need eight extra hours.
