Which of the following most accurately describes the problem?

THE big contract " switch " trend continues in all areas with the exception (this week only) of the Eastern area.

East Midland operators in the Burtonon-Trent district will notice a batch of four separate applications to switch a total of 24 vehicles from contract to B licence to carry goods for Ellistown Brick and Pipe Co., and other similar firms in the area. Another large switch in the same area comes from Bernard Swain (Transport), Ltd., of Cromford, which involves nine vehicles, but the 'goods and customers are different.

The Metropolitan area publication carries a large contract switch involving 10 new B licensed vehicles. The applicants, Rail Road Distribution, Ltd., propose to surrender seven contract vehicles if their application is successful.

A normal user that could be " dangerous " is that sought by Scawfell Transport Co., Ltd., of London, E.2. They ask the Metropolitan Authority to grant them a new A licence to carry "general goods as sub-contractor for other haulage firms in Great Britain, excluding south of the Thames."
