Which of the following most accurately describes the problem?

AFTER the Northern Licensing Authority, Mr. I. A. T. Hanlon, had commented on the difficulties of resisting illegal temptations, a Penrith farmer and haulage contractor, Mr. George Steadman, agreed at Carlisle last week to reconsider his licence application.

Mr. Steadman, of Low Moor, Kirkby Vlore, had applied for a variation of an A licence to add one 3-ton vehicle for livestock, agricultural machinery and produce. That, Mr. Hanlon considered, would not allow him to carry small, unforeseen convenient jobs which might arise on his farm, and, if such jobs did arise, the temptation to use the vehicle would be too great to resist.

Mr. Steadman said he would use a tractor and trailer for such jobs. "Other farmers do. That's what is ruining our business," he said.

He agreed, however, to an adjournment arid to consider applying for a B licence.
