Which of the following most accurately describes the problem?

AN OWNER-DR1VER battling police for the return of his truck says he is facing financial ruin. The Foden eight-wheeler was impounded eight months ago after it was involved in a fatal accident.

Paul Robins, who is based in Redruth, Cornwall, says he is paying out £2,000 a month for the vehicle, which was only three months old when it was involved in the accident last September.

A driver employed by Robins hit and killed a cyclist at a junction. Vehicle and tachograph checks by VOSA and the police showed the truck was doing less than 9km/h just before the accident.The driver was charged with driving without due care and attention; the case is due in court on 7 June. An inquest into the cyclist's death has just been adjourned.

Robins says: "I feel like everybody is sitting back and watching me go bankrupt."

Bob Charleston from Devon and Cornwall police says: "Mr Robins is fully aware of the situation regarding his cement mixer,as is his legal representative."

Transport lawyer Ian Rothera says that it is "unusual" to keep a vehicle for that length of time in a case of driving without due care and attention.
