THREE OPERATORS based at the same site face environmental restrictions after complaints were received from neighbours and the local authority.

South Eastern & Metropolitan Traffic Commissioner Christopher Heaps acted against the operators at the five-year review stage, despite evidence from one that any restriction on the hours of operation might be fatal to its business.

Peter Styles holds a licence for two vehicles and two trailers based at Parsonage Farm, Horsham. Les Searle Plant Hire & Sales holds a licence for two vehicles and four trailers at the site; Kelsey Plant & Engineering is based there with two vehicles.The TC had received complaints from neighbouring residents and Horsham District Council.

Appearing for Les Searle, who was also seeking an additional two vehicles. James Duckworth said the company's licence already had a condition limiting the hours of access and exit; the additional vehicles would not have any material adverse effect.

Kelsey director Nadine Kelsey said her company's customers flexibility and reliability 24 hours a day — any rest on hours could be riction fatal to the business.

The TC said conditions had been imposed on other licences based at the site. He imposed conditions requiring vehicles to be parked in specific areas, to enter and leave in specific directions. He also restricted Styles' and Searle's hours of operation.

Turning to Kelsey,he imposed similar conditions on parking and site access, with a condition preventing the loading and unloading of vehicles between 7am and 7pm except in the case of emergencies, and a record must be kept of such emergencies.

He warned Kelsey that as more licences on the site were subject to time limitations,more restrictive conditions might be considered at the next review stage.
