• Legislation introducing functional testing of speed limiters will be put in place as soon as there is diagnostic equipment available which can analyse every limiter in both on-road and on-site checks. Equipment for testing on-site is already available.
Speed limiter manufacturers say if they were given confidential information about their competitors' products, they could develop dual purpose equipment for on-road and onsite tests within six months. But the Department of Transport has indicated it could be as long as five years before legislation introducing functional testing emerges out of working party debates in Brussels.
