Which of the following most accurately describes the problem?

I couldn't resist this tale of a restored 61-year-old train enhancing the Bank-to-Beckton extension of London's Docklands Light Railway.

The 30-tonne steam engine lay derelict in North Woolwich for 30 years until steam enthusiasts from the Kew Bridge Railway Museum got to grips with restoring it to its original livery and naming it Bob (er, Robert, actually—Ed). The lucky loco is now on display at the former Beckton Gasworks alongside the railway extension, allowing, say the project organisers, "industrial archaeology to sit alongside 20th century ecology". Beats me what they mean by that but it's a splendid train nonetheless.
