DURING the dramatic expansion in international road haulage traffic over the past decade, British operators have become much more selective in their choice of equipment. They know, for instance, exactly what they want from TIR tilt trailers. Prime essentials are: a robust construction capable of withstanding rough use; a rigid superstructure which' remains stable during travel to prevent wear to the tilt; the minimum of minor damage which can lead to long periods off the road while awaiting repair; and a design which makes loading as speedy as possible.

However, port officials still find that a number of operators arriving at ferry terminals expect to be able to operate standard vehicles on TIR work. Surely, it is time that everyone realized the importance of the TIR convention and its effect on vehicle construction. The convention's main aim is to ensure that Vehicles used on TIR work are designed in such a manner that smuggling cannot take place. The three principles the authorities work to when approving vehicles are that customs seals can be easily applied, that goods cannot be introduced or removed from the sealed part of the vehicle 'without the seal being broken and that there are no concealed spaces where goods may be hidden. Anyone in doubt about the letter of the regulations should obtain form RTG/TIR /2 from the Department of the Environment which sets out the technical conditions laid down in the TIR Convention of 1959.

There are also cases of operators altering their vehicle's specification and then wondering why customs refuse to accept it — the answer being that if the vehicle is altered in any way from the approved design which left the factory it must be submitted for re-examination.
