A The fitting of distinctive lamps on certain vehicles 5 provided for in Regulation 64 of the Road Vehicles Lighting Regulations 1971.

Paragraph (1)(6) states that one or more lamps showing an amber light may be carried on break-down vehicles, and the rest of the Regulation goes on to specify the height, shape and size, and how the light must be positioned.

Paragraph (8) states that no break-down vehicle shall carry a lamp showing an amber light, except while it is being used in connection with, and is in the immediate vicinity of, an accident or break-down, or while it is being used to draw a broken down vehicle, and no other vehicle shall carry an amber or blue light—except when the vehicle is being used for the relevant purpose and it is necessary or desirable to do so either to indicate to other road users the urgency of the purposes for which the vehicle is being used, or to warn other road users of the presence of the vehicle on the road.

Regulation 65 provides for special lights on break-down vehicles which may be one or more lamps showing a white light at a height not less than 5ft from the ground for the purposes of illuminating the scene of an accident or breakdown.

This also may not be illuminated except when the vehicle is in the vicinity of an accident or break-down and the amber flashing lights are illuminated. Though this white lamp may be swivelled, deflected or otherwise moved while the vehicle is in motion in the immediate vicinity of an accident or break-down, the person using it must ensure that no person who is driving a vehicle is dazzled by it.
