Which of the following most accurately describes the problem?

use of tachographs in EEC countries. I am told that even if my drivers use the instrument on the Continent they might be unacceptable to enforcement staff there. Why is this ?

For tachographs to be completely acceptable on the Continent, they should have been calibrated by a licensed organisation and sealed at specific points. Each of those seals should carry a licence number. In Britain, no licensing system has yet been introduced and though tachographs on British vehicles might well be efficiently calibrated and sealed, the seals could be blank because nobody has yet been issued with a licence to carry out the work. Nor will the instrument head carry a licence number.
