Which of the following most accurately describes the problem?

THE non-event of Juneindeed it might even qualify for supreme champion of 1976 must surely be the DoE's reciprocity deal with Finland. British hauliers are no doubt excited to learn that they can enter Finland and carry goods to and from such places as Vaasa, Tampere, Knopio and Oulu without too many problems. I can't see any great rush of vehicles to the land beyond the midnight sun but should there be I am sure that harassed customs officers will be glad to know that they don't have to collect vehicle taxes so perhaps they'll be more charitable to the DoE than I am being. If the news proves exciting to you, all I can say is it's funny what switches people on.

What would get Doc Gilbert's people a round of applause would be the news that the permit scheme for Europe had been scrapped. It might even make them hot candidates for somebody or other's honours list.
