Which of the following most accurately describes the problem?

THE LACK of any requirement for psv drivers to keep records of their hours worked has been criticised by Mr R. S. Thornton, the Chairman of the Traffic Commissioners for the Yorkshire Traffic Area in his annual report to the DoE.

He said that the lack of any convictions for psv drivers hours offences in his area "did not necessarily mean that psv drivers always work within their statutory hours."

He said it was more "a reflection of the virtual impossibility of enforcing the hours provisions when there was no requirement for the drivers to keep the kind of records required of their colleagues on the goods vehicle side."
