Which of the following most accurately describes the problem?

SAFER trucks and more efficient operation were the two main benefits claimed for users of the Freight Transport Association's goods vehicle inspection service.

Speaking at a luncheon to mark the service's tenth birthday Mr Laurence Cotton, chairman of the FTA's Technical Committee, said that regular inspections under the service meant less prohibition notices.

Any operator would be able to pass his annual test more easily.

A sophisticated inspection system and an annual test meant duplication and a great waste of resources. "We need to think long and hard about this, particularly when we have to get maximum productivity out of every pound spent."

Mr Cotton said that there might be a case for exempting from annual test if the man could satisfy the authorities that he had a first class inspection and maintenance system.
