A BRADFORD owner driver who was recently fined £400 for offences relating to his using his father's operators licence was granted a new one vehicle licence for 12 months at Leeds last week.

Albert Edward Kitchen of Bradford had previously pleaded guilty before Bradford magistrates on charges of unauthorised use, driving while disqualified, driving without insurance and breaches of the drivers records regulations (CM June 18). In mitigation it was said that he had lodged application for an 0 licence to enable him to operate legally. Last week the Yorkshire licensing authority Major-General V. H. J. Carpenter saidthat because of the convictions, he had to consider whether Mr Kitchen was a fit and proper person to hold a licence.

Agreeing that earlier convictions had not been disclosed on the application form, Mr Kitchen said that they had arisen after the application had been lodged. If the application was granted he would be able to operate legally in the future and his father's licence also for one vehicle would be surrendered.

Asked why the offences had been committed Mr Kitchen said haulage was the only work he had done since he left school. If the application was refused, he would have to try to find another kind of job.

Major General Carpenter said that although he was concerned about the applicant's character he was prepared to give him a chance. The grant would be restricted to a period of 12 months so that he could take another look at the applicant at the end of that period.

He wished to make it clear to all applicants for 0 licences that if relevant convictions arose after an application had been lodged then they must inform the licensing authority.
