In a letter issued on Friday, the ACTS national secretary, Mr George Henderson, recalls that at a joint negotiating committee meeting on May 11 the unions unanimously agreed to recommend acceptance of an offer which would give increases of between 4 per cent and nearly 9 per cent to members affected. On May 17, however, says Mr Henderson, ACTS learned that TSSA's executive had rejected the offer unilaterally. It was, says Mr Henderson, difficult to get Written confirmation from TSSA of this decision.

The ACTS secretary adds: "Since that time, and despite my prodding of TSSA, the anticipated sign of any action from them

has been conspicuous by its absence". TSSA, he says, were unable to take part in a meeting which he had provisionally arranged and now, says MrHenderson, he had been informed that ACTS had been "wrongfully and maliciously denigrated" in the TSSA journal for June.

The management has assured ACTS that retrospective payment would be made to members from May 24, and the national secretary is now asking officers and lay representatives what action the members wish the negotiating committee to take in order to conclude discussion of the offer.

Says Mr Henderson: "TSSA have, to be quite rude, 'sat on their backsides' since their executive took the decision to reject the offer".
