Which of the following most accurately describes the problem?

IS a gully emptier largely employed I for emptying cesspools subject to the levy? This question, following a decision by one taxation authority to the affirmative, was taken up by the Association of Municipal Corporations with the Ministry of Transport. The vehicle concerned was used half the time for cesspool emptying and it was refused classification as a watering vehicle.

It was argued by the Association that a cesspool could be regarded as a gully, in which case the vehicle should be exempt from the levy. The Ministry have replied that they think it reasonable to accept this argument and are advising local authorities accordingly.
