THE GOVERNMENT has accepted £1,631m expenditure on transport by English local authorities in 1982/83, on which £456.9m transport supplementary grant will be paid.

Transport Secretary David Howell said that in allocating resources, he had taken the opportunity to act on the White Paper on lorries, people, and the environment by giving higher priority to investment in urban and rural by-passes and relief roads. This should enable the county f councils to go ahead with a , further 35 schemes of this kind, he said.

A British Road Federation spokesman dismissed the bypass allowance as a "pathetic amount" which would cover less than one scheme per English county. "Mr Howell has done little to help hard pressed county authorities which are striving to maintain roads to an acceptable standard," he added.
