Which of the following most accurately describes the problem?

THE FIRST STAGE of further controls on carrying dangerous goods in packages will cover liquified petroleum gas in cylinders with a capacity of 200 litres and above.

This was reveled by Junior Transport Minister Kenneth Clarke, when he said in the Commons that further controls are being discussed.

The fire services and other interested organisations are being consulted in the course of preparing these regulations, he said.

Mr Clarke pointed out that from January 1 the Dangerous Substances (Conveyance by Road in Road Tankers and Tank Containers) Regulations 1981 place a duty on the operator of such a vehicle to ensure that the carrying tank or tank container is suitably constructed and adequately maintained.

These regulations also cover driver training and instruction and the appropriate working of the vehicle. Approved codes of practice will support the regulations on points of construction and operation.

Looking back, Mr Clarke said that the Health and Safety Executive was aware of one accident and three dangerous occurrences involving the carriage of lpg in 1979, and one accident and one dangerous occurrence in 1980.
