Which of the following most accurately describes the problem?

EXPERIMENTAL road humps are to be installed in Glasgow to determine whether they will reduce vehicle speeds and reduce accidents. The "humps," designed by the Transport and Road Research Laboratory, will be about four inches high and 12ft across. They will be installed on Barlanark Road, which provides access to Barlanark housing scheme.

Cllr Tom Fulton, chairman of Strathclyde Regional Council highways committee, said the humps were sometimes known as "sleeping policemen." But he added, " I can assure the chief constable we will not use that term in Strathclyde."
