Which of the following most accurately describes the problem?

Authority has stated that he is not inclined to license additional vehicles in districts where there are British Road Services depots, the vehicles of which may be sold to private enterprise in the near future.

Rothes Transport Co., Ltd., Cupar, applied for a B licence for an extra vehicle, and a supporting witness, Mr. A. Mercer, of the Sugar BeetiCorporalion, said that his company was unable to dispose of an extra 8,000 tons of lime a year because of lack of transport. Lime was a by-product of sugar production and some 12,000-14,000 tons a year had to be got rid of. The Road Haulage Executive, which objected: contended that it was in a position to accept additional work. Rejecting the application, the Authority said that the applicant's fleet had been nationalized and compensation had no doubt been paid. Since 1950 the company had acquired a fleet of five vehicles and now wanted a sixth.

" I don't think I would be acting in the public interest were I to grant the additional vehicle now sought. The applicant will soon have an opportunity of repurchasing his former fleet or part thereof," said the Authority. He was prepared to grant a short-term licence for the busy spring months and at its expiry the future position of road transport might be clearer.
