Which of the following most accurately describes the problem?

cost a Gainsborough firm a fine at Dover magistrates court last Wednesday (January 25). Richard Pilborough • of Kent County Council Trading Standards office told the court that an articulated lorry belonging to Powells Hauliers of Gainsborough, and driven by Mervyn Hayward from Scunthorpe, was stopped outside Dover on the A2 in April last year. When it was weighed, the artic unit was shown to have too much weight on the tractor — registering 18,770kg instead of the maximum 17,000kg. The lorry was carrying three huge marble slabs from Italy. Hugh Roberts, defending, said that sometime during the long trip the front slab must have moved, pushing more of the weight over the tractor. Roberts said the marble only had to be moved six inches to restore the proper balance.

Head magistrate Captain Norman Knowles accepted the explanation.
