Maintenance problems led to the company's licence being cut to nine vehicles and renewed for 12 months only at a public inquiry in June 1988, when the Commissioner took account of nine prohibition notices, including eight immediates, four of which were varied, and eight defect notices.

Vehicle examiner Richard Potter said that as a followup three vehicles were spot-checked in July and three prohibitions were issued. A maintenance investigation was carried out in November. Nine vehicles were examined and nine immediate prohibitions were issued. Three of the prohibitions cited brake defects, two cited steering defects and seven cited defective tyres. There had been 11 defective tyres and tyre condition in general had been very bad. One vehicle on a stage service had the steel breaker cords exposed on one tyre.

According to the inspection records, no full inspections had been carried out since June. The facilities were adequate but very run down: staff consisted of a semi-skilled mechanic/driver and a driver/body repairer.

There had been no improvement in vehicle condition and the overall situation appeared to have deteriorated, said Potter.

Revoking the licence, Carpenter said no satisfactory explanation had been provided for the company's failures. It had been given a very clear warning in June that its maintenance standards had to improve but no effective efforts had been made to heed the warning. The company seemed either unable or unwilling to take action. Bearing in mind the previous warning, the threat to public safety, and the failure to meet statements of intention with regard to maintenance, he had no alternative.
