• Mr John Peyton is considering ways of strengthening the law on emission of excessive smoke and the introduction of instrumented test procedures.

When he announced this in the Commons, the Minister said he intended to introduce a new method of testing for noise, suitable for use in the annual test of heavy goods vehicles and at selected roadside sites.

He was also examining means of setting minimum standards for silencers.

Opposition spokesman Mr Fred Mulley stressed the importance of enforcing existing traffic law, and was reminded that the Department had recently obtained another 50 enforcement officers.

But, added Mr Peyton, we should have to go a long way before he was really satisfied with enforcement standards.
