Which of the following most accurately describes the problem?

• Driving along Vicar Lane, Bradford, in October. 1972, Mr Brian Hartford, a DoE traffic examiner, saw a bale of wool fall from a Commer lorry and later learned that no steps had been taken to secure the load of bales while in transit.

This was stated at Bradford City magistrates' court last week when The Tyersal Combing Co (Bradford) Ltd, pleaded guilty to operating a vehicle with an insecure load. The driver of the vehicle, Mr W. H. Hall, who also admitted the offence, told the magistrates that he had not secured the load as there had been no room to do so in the yard where the vehicle was loaded and because the load was not being taken far.

Tyersal Combing was fined 110 and Mr Hall fined L5.
