Which of the following most accurately describes the problem?

• The first 18 companies have registered under the scheme sponsored by the Road Haulage Association for the training of school leavers in road transport management; several other members have shown an interest and arrangements are being made to extend the scheme to the 75 group training associations.

A national recruiting and training campaign for road haulage managers was launched by the RHA in October last with the distribution of a descriptive booklet to schools all over Britain. Interested students or careers officers were advised to get in touch with one or other of the 15 RHA area secretaries or with the Association's head office. Details are passed on to the registered company or group training association in the area.

The scheme has the support and co-operation of the RTITB and, with the approval of the RHA education and training committee, the Board has drawn up a specimen two-year syllabus and a training programme, offering the co-operation of its own area training officers in stimulating interest in the scheme and encouraging training to the standards laid down.

Branch managers of the National Freight Corporation are at liberty to introduce the scheme locally, although the NFC has not registered under the scheme at national level. It does not accept young men under 21 years of age for management training.

In most cases the operators now registered have several depots, so that the scope for training under the scheme is already considerable and covers the whole of the country.
