Which of the following most accurately describes the problem?

• The three-year transitional period for the hgv driver licensing scheme ended yesterday, February 1. From now on anyone driving a heavy goods vehiale must hold a full or provisional hgv driver's licence as well as his "ordinary" driving licence.

An applicant for an hgv driver's licence must send with his application a certificate that he has passed the hgv driving test on the class of vehicle for which he seeks a licence to drive, unless he is able to satisfy the Licensing Authority that, in the year before the scheme was re-introduced on February 2 1970, he was in the habit of driving hgv of that class for at least six months.

In 1972, 43 per cent of all hgv driving tests resulted in failure. Applications for hgv driving tests should, says the DoE, be made at least six weeks beforehand. It is in the driver's own interest, as well as those of his employers and the driving test organization, that he does not take the test until his instructor or supervisor advises him that he has reached the required standard.

Surveys show that the main reasons for failure have remained the same during the three years that tests have been conducted. The most common faults, which are particularly marked at road junctions (including cross roads and roundabouts), occur: (a) through failure to make proper use of mirrors (especially before signalling, changing direction and/or speed and before overtaking); (b) in the selection of gears; and (c) through wrong positioning.

The booklet "Heavy Goods Vehicle Driving Test" (DLG 68) — available from Traffic Area Offices — gives the requirements of the test.

On the day of the test, the candidate must present a roadworthy vehicle and have with him his provisional hgv driver's licence as well as his "ordinary" driving licence.
