Which of the following most accurately describes the problem?

• The go-ahead to send a three-man deputation to see Mrs. Barbara Castle for talks on the proposed Tyneside Passenger Transport Authority was given at a stormy meeting of Newcastle City Council.

The deputation will object to the threatened take-over of the city's £.3m 350-bus fleet by the PTA and also the threat to local rates of rail losses on local services.

Cllr. N. Trotter, Conservative chairman of the city transport committee, said: "We will tell Mrs. Castle that it will be illogical to take over our fleet when other buses on Tyneside will be run for the Authority by agents.

"We will tell her we are willing to operate the city's buses as agents of the Authority in the same way. The people responsible for dealing with traffic problems should keep control of the buses and we will be pointing to the new plans for London Transport as an example."

The deputation will also try to get the Minister to put a figure on rail losses on Tyneside and to say how local rates will be affected.

Mrs. Castle will also be told that the city's ruling Conservatives do not object to the idea of the PTA as a co-ordinating body but are adamant that they should keep control of the buses.

Labour members attacked the deputation plan but were outvoted after declaring that they fully backed the Minister's plans for Tyneside.
