Which of the following most accurately describes the problem?

• Although driving tests for heavy goods vehicle drivers will not become obligatory until January 11969 the Ministry of Transport told CM this week that it hoped to have tests available on a voluntary basis by July 1.

As from January 1 1969 applicants for an h.g.v. driver's licence will require to prove to the LA that they have either passed a test or that they have during the 12 months prior to the transitional period driven a heavy goods vehicle for periods amounting in aggregate to six months.

This will mean that those who at the moment hold licences for all groups of vehicles will not have automatic renewal for heavy goods vehicles.
