Which of the following most accurately describes the problem?

A complete review of Sunderland Corporation's fares system will result in some "harsh medicine" for the public later this year, the Northern Area Traffic Commissioners heard last week. The corporation solicitor, Mr. Louis Bloom, said its flat fare and tokens system had not produced the expected results.

Receipts had been lower than anticipated, he said, and a complete reassessment of the town's fares system with stages or zoning was now being carried out.

Mr. Bloom was applying for an interim fares increase to help meet the corporation's transport deficit which will be £172,184 by March 31.

The Commissioners approved an increase from 5d to 6d in the flat fare for adults not using tokens. From February 5 tokens, now 6 for 2s, will cost 3s for 8. Children's and old peoples' fares remain unaltered but Northern General Transport Group fares in Sunderland will be brought into line.

Mr. Bloom said the increases would bring in £123,525 net.

The revised fares system would need major changes to equipment on one-man vehicles and this could not be done until the middle of the year.
