Which of the following most accurately describes the problem?

THE East Midland "Applications and Decisions" carries a fairly substantial " straight''. addition of 10 vehicles (44 tons unladen weight) to the B licence of W. H. Philli0s, Ltd., of Wirksworth, Derbyshire. The first part of the normal user sought-tarred and dry limestone for road constructional purposes within 120 miles' radius-is fairly wide for a B licence and will be carefully watched, no doubt, by many tipper operators in the vicinity.

Horace Kendrick, Ltd., of Walsall, have applied for what looks like, on the face of the published application, a fairly large contract A to B "switch." They ask the West Midland Authority to authorize them to hire no fewer than 18 tippers of 9 tons each with varied normal users.

Contract A transfers to A and B licences are as follows: Contract A to A: East Midland: J.

Whyte, , Ashbourne; Templemans Haulage, Cariby; A. E. BootY. (Transport), Ltd., Oxford; John Brindley; Ltd., Sharnford.

Contract A to B: East Midland: B. and B. Coal and Coke Supplies, Derby. West Midland: -Horace Kendrick, Ltd., Walsall. Western: Greenaway and Greenaway, Ltd., Stratton. Metropolitan: E. O'Connell and Sons, N.W.9; Kitts Transport Co., Ltd., E.16.
