Which of the following most accurately describes the problem?

WOMEN are more likely than men to have accidents while travelling on buses, particularly if they wear stiletto heels. This was discovered by officials of the Midland General Omnibus Co. during a survey of their 200 doubleand single-deck buses throughout Derbyshire and Nottinghamshire. Of all the accidents observed, more than 90 per cent, involved wonlen and included; Women in stiletto heels, who lost their balance whenever the vehicle slowed down; young girls in tight skirts who fell while getting on and off; elderly women with heavy shopping bags—and young men who smashed windows by tapping too hard to attract the attention of young girls inside. Mr. Kenneth Leing, the company's traffic manager, commented recently: "We carried out the survey purely for our own use. We didn't snoop on passengers, but merely took a census of accident reports that reached us. It was obvious that stiletto heels were responsible for accidents in some cases, but we wouldn't have the temerity to tell them not to wear them. Our own conductresses? They are advised to wear 'sensible shoes.'"
