LORD CHESHAM, Joint Parliamentary Secretary to• the Ministry of Transport, confirmed last week that his department is now looking "most carefully" at the statutes dealing with the permitted loads of goods-carrying vehicles. He said this in the Lords during a review of the Government promises made during discussion of the Road Traffic Bill, which was later given its third reading and now passes to the Commons.

Lord Chesham recalled the proposal to raise the maximum speed limit outside built-up areas for ordinary commercial vehicles without trailers from 30 to 40 m.p.h., and said progress was being made with this. He added that the Minister expected to complete the review of speed limits on trunk roads by Easter, while local authorities had been asked to do the same by the end of the year.

Commenting on the discussions on the clause dealing with disqualification after three offences, he said: "We cannot afford any longer a situation where some people—or perhaps I should say too many people—regard road conduct as a kind of game where they can interpret the rules liberally, and usually to their own selfish advantage."

The responsible road user had nothing to fear from the provisions of the Bill-it was the irresponsible person at whom the disqualification was aimed.

Lord Chesham spoke of "a most helpful discussion" which had been held on minimum speed limits, and pointed out that he had accepted the principle of an amendment that Parliament should be able to debate the first order providing for these limits.

The Government would do their utmost to put down a suitable amendment when the Bill was before the Commons.
