Which of the following most accurately describes the problem?

NliMEROUS small operators, particularly in the East and West Midland Traffic Areas, as well as operators of long:-distance express services, have been granted variations of fares in the past week. One firm, Messrs. Yeomans Motors, Canon Pyon, Hereford, proposing to revise their fare schedules completely envisage certain reductions in single fares.

This application, before the West Midland Licensing Authority, applies to 29 stage services, and proposes to abolish normal return fares, to institute special "anywhere" 5s. day return tickets, cheap weekly rates and special day return fares. Some single fares will be increased and others reduced.

25 Per Cent. Up Associated Motorways and Yorkshire Pool Services have now been granted permission to bring fares up to 25 per cent. above pre-war charges on longdistance services passing through the West and East Midland Traffic Areas, South Midland Motor Services, Ltd.. raised its charges last week.

Variations have been granted to Messrs, C. Creswell, Sleaford, Lines; Delaine Coaches, Ltd., Bourne, Lines; Messrs, Cream Bus Service, Stamford (eight routes); Messrs. F. Troop and Son, Barton-on-Humber; and Lincolnshire Road Car Co., Ltd. (Yorkshire area). The Birmingham and Midland Motor Omnibus Co., Ltd., has now brought fares in the Leicester district into conformity with the new corporation rates.

It was stated last week that increased pay rates would cost Trent Motor Traction Co., Ltd., £40,000 a year, and higher fuel costs added another £4,400 a year to running costs. An application for fare changes is to be lodged this week.

Companies and Corporations The West Riding Automobile Co.. Ltd., is preparing revised charges, and both Halifax and Bradford Corporation transport departments last week considered possible changes. Yorkshire Traction Co., Ltd., has also prepared new schedules.

Leeds Corporation now proposes to reduce fare stages or increase all fares except the lid.. in a scheme lodged with the Yorkshire Licensing Authority. The hearing of the application will take place on February 28. The new plan is estimated to produce an additional £394,000 in a full year. Other changes in the Yorkshire Traffic Area are foreseen in applications lodged by United Automobile Services, Ltd., for variations similar to those granted in the • Northern Area; Chesterfield Corporation (60 routes); Doncaster Corporation (children's fares), and Yorkshire Pool Services. Rates for excursions and tours are now being increased by 7 1/7 per cent., this change having been 'permitted to Bee-Line Roadways, Ltd.. West Hartlepool, and Messrs. Wilkinson's Motor Services: Stockton-on-Tees.

In the North-Western Traffic Area, Crosville Motor Services, Ltd., has applied for modifications of fares and concession arrangements on some 20 long-distance services. Slight modifications are .also sought by Trent Motor Traction Co., Ltd., Wells Motor Services, Ltd., Biddulph, and the North Western Road Car Co., Ltd.

Applications have been made by the following companies in the East Midland Area: Messrs. R. and W. E. Adams, Market Harborough; Messrs. Baker Bros. Motor Services, Warsop; Messrs. Bevan and Barker. Mansfield Woodhouse; Messrs. W. E. Brumpton, Newark; Messrs. N. Frost, Derby; Messrs. T. H. Gosling and Son. Boston; Messrs. Kime and Co.. Folkingham; H. H. Milson, Coningsby; Owen and Son, Ltd., Rugby (nine services); Messrs. Parker and Blatherwick, Swinderby; Messrs. W. A. Searson; and Messrs. Simmons Bros.. Grantham; Messrs. G. Trott, Lincoln; and Messrs. Wesley's Coach Services, Newport Pag,nell.

Express services operated by Messrs. Adams and Sons. Market Harborough, Midland General Omnibus Co., Ltd., and Trent Motor Traction Co., Ltd., are the subject of applications to bring fares schedules up to 25 per cent, above the pre-war level.

City of Oxford Motor Services, Ltd.. has applied to revise fares between Oxford and Buckingham, and West Bridgford Corporation is to bring children's fares on some routes into line with those charged by Nottingham Transport Department, Wolverhampton Corporation has stated that a further increase of fares is inevitable, as a substantial deficit would be sustained in the current financial year.
