Which of the following most accurately describes the problem?

DRIVERS' HOURS offences have led to four drivers employed by Basildon-based Balin Distribution being ordered to pay £1,800 in fines and costs by Harlow Magistrates.

Alan Levy, of Basildon, pleaded guilty to two offences of knowingly making a false record, and one of failing to take the required break after 4.5 hours driving. He was fined £520 and ordered to pay prosecution costs of £250.

Terence Sisseam, of Southend on Sea, pleaded guilty to two offences of failing to take the required break after 4.5 hours driving. He was fined £240 with £200 costs.

Anthony Rowley, of Pitsea, pleaded guilty to knowingly making a false record, and exceeding 4.5 hours driving without taking the required break. He was fined £250 with £70 costs.

Stanley Watts, of Southend on Sea, pleaded guilty to one offence of exceeding 4.5 hours driving without taking the required break and two offences of exceeding the permitted daily driving limit. He was fined £200 with £70 costs.

Anthony Ostrin, prosecuting for VOSA, said the offences came to light after tachograph charts were analysed by traffic examiners. Both the 4.5 hours and daily driving offences could cause danger to other road users.

Rebecca Mundy, for Watts, said he found the regulations complicated, but now understood how the system worked. He had already been punished by way of a spot fine in Europe, but was unable to show any receipt to the court.

The company, of Harvey Road, Burnt Mills Industrial Estate, Basildon, denied causing and permitting the offences by the drivers and its case was adjourned until December for trial.
