Which of the following most accurately describes the problem?

The T&G and URTU say the regulations will have little effect on reducing drivers' working hours to an average 48 per week, particularly as it allows a maximum 60 hours in any single week. Plus there's the contentious issue of Periods of Availability where time spent waiting to load is not counted as working time. They says the MD was a golden opportunity to attract new blood which has been lost because driving trucks for a living will remain as unappealing as ever.

Bob Monks, general secretary of URTU, says it was wrong of the government to allow the selfemployed to opt out of the VVTD until 2009 because t will create a two-tier workforce, The unions are also angry that, in some cases, holidays will be used to calculate working time.
